The U.S. Department of Education is developing a new National Educational Technology Plan to provide a vision for how information and communication technologies can help transform American education. The plan will provide a set of concrete goals that can inform state & local educational technology plans as well as inspire research, development, & innovation. A draft plan is expected in early 2010.
The emerging framework for the plan focuses on three broad areas in which technology has the potential to transform education:
Enabling unprecedented access to high-quality learning experiences. All students, including English Language Learners & students with disabilities, can have increased access to meaningful, well designed learning experiences, starting before kindergarten & extending through postsecondary education & training. The teachers who will play a key role in providing enhanced learning activities will themselves benefit from technology-supported training & professional interactions. Students, teachers, parents & administrators should have access to the kinds of data that can enable better instructional decisions.
Enhancing collaboration & content management to derive cost savings and productivity gains through process redesign. Education faces an era of scarce resources & must emulate industry's example of redesigning its processes to derive productivity gains from technology implementation. This effort includes more effective approaches to education R&D to increase the pace of innovation & the scaling of effective practices.
