The Developmental Disabilities Assistance and Bill of Rights Act (Developmental Disabilities Act) established programs to improve the lives of people with developmental disabilities, to protect their civil and human rights and to ensure their access to jobs, health care, housing and education. This report describes how well these programs are meeting the needs of people with developmental disabilities and their families and makes recommendations for changes.
