Fears of possible bullying can't determine school placement, judge rules

A federal judge ruled that concerns about possible bullying do not warrant changes to proposed school placements for students with special needs, under the Individuals with Disabilities in Education Act. The judge was considering a case in which the parents of a Pennsylvania teenager with autism petitioned their school district to pay for private school for their son rather than send him to public school, where they feared he would face bullying.
