One-in-five students in England has special needs

In the past five years, the number of students in England labeled as having special needs, which includes behavioral problems, learning difficulties and physical disabilities, has risen by 10%, according to a recent report. The report also shows a link between students' diagnosis with special needs and low exam scores. However, officials say many students considered to have special needs might not.
