athletic organizations and others sometimes are faced with the challenge of
deciding how to include student athletes with disabilities in competitions and
events. The federal Department of Education's Office for Civil Rights has
drafted guidance for school districts, but some say schools may not have the
funds or experience to navigate this area of the law and, as a result, these
