Comments are being sought on proposed rules affecting individuals with disabilities, including youth programs, in the Workforce Innovation and Opportunity Act (WIOA). The new law expands the population of students with disabilities who may receive services as well as the kinds of services that the VR agencies provide to youth and students with disabilities transitioning from school to postsecondary education and employment. It also places added emphasis on the achievement of competitive integrated employment. For example, WIOA added a new section to Title V of the Rehab Act, much debated in the disability community, limiting the payment of subminimum wages to individuals with disabilities.
