More minority students are identified as having a learning
disability because of socioeconomic disadvantages, according to a study by
sociology professor Dara Shifrer at Portland State University. Instead of
placing students in special education, Shifrer said students need improved
access to quality early-education resources and teachers need better training
on identifying learning disabilities.
