Technology opens new levels of communication for some with disabilities
ZDNet Asia journalist Kevin Kwang looked into how people with disabilities are using the Web and found some innovative programs being developed in New Zealand and Singapore. New Zealand plans to offer services such as captioned telephony and video-assisted speech-to-speech relay services beginning in October. Singapore runs centers that provide IT assistance and equipment that can be borrowed, so that users can test them before purchasing their own.
